The offense of lewdness is set forth at N.J.S.A. 2C:14-4 of the New Jersey Criminal Code and is directed at individuals who engage in sexual gratification in public, typically through exposure or masturbation, upon an unwilling observer. The law defines “lewd act” as exposing of the genitals for the purpose of arousing or gratifying the sexual desire of the actor or of any other person.
